Chapter III, Section 9, Section 8 under ORDINANCES says: “Any ordinance adopted by the Board imposing, increasing, or providing an exemption from taxation shall receive the approval of the voters of the county before taking effect.” 

In addition, the new charter maintains the ability of voters to repeal any ordinance that the Board passes. Remember the nuisance laws that were repealed?
